You want to use permanent dye for the fabric but obviously spray paint and a stencil if you want to do a design on the front.

PS: wear latex gloves when you do it or you'll end up scrubbing your hands for days.

When I painted my white fencing mask red, I simply spray painted it, I made sure to cover the areas I wanted to remain black with painters tape, and then I simply took a can of red spray paint and painted the rest. It's held up just fine and I haven't so far had any problems with fading. I used black spray paint on some other areas such as the part that bends down over the back of the head. Worked great for me, and it was simpler than trying to dye it.
